of course, a UDP-based protocol could do these fairly simply, but it's
tricky to avoid reimplementing a poor-quality TCP.

the major motivation for discussions of per-message sequence numbering
has been for a multicast (rather than UDP-unicast) transport.  those
discussions have yet to produce anything tangible though ...
